Professional Headshots for Bay Area Government Agencies & Public Sector Organizations
Bay Area government agencies, transit authorities, public utilities, city and county departments, state offices, and public universities all face the same challenge: staff headshots that are inconsistent, outdated, or simply never happened. Department websites show a patchwork of photo booth snapshots, cropped event photos, and images from five administrations ago. Leadership bios go live with no photo at all.
At Camerawerkz, we work with public sector organizations throughout the Bay Area to get entire departments photographed in a single visit — consistent, professional, and ready for government websites, staff directories, press materials, board meeting packets, and public-facing communications.
We bring a complete mobile studio directly to your agency's office, eliminating the logistical challenge of moving staff off-site. Based at Jack London Square in Oakland, we serve government organizations throughout the East Bay, San Francisco, Silicon Valley, and the Peninsula.

Who We Serve
City and county agencies City of Oakland, Alameda County, City of San Francisco, Contra Costa County, City of Berkeley, and municipal departments throughout the Bay Area — planning departments, city attorney offices, public works, parks and recreation, city manager offices, elected officials and their staff.
Transit authorities BART, AC Transit, SamTrans, VTA, Caltrain, and regional transit agencies whose public-facing staff and leadership teams represent the organization to millions of daily riders. Transit leadership headshots appear in board materials, annual reports, press releases, and agency websites.
Public utilities EBMUD, PG&E, SFPUC, East Bay Community Energy, and other regional utilities whose executive teams, board members, and department heads need current professional photography for public communications, rate case filings, regulatory submissions, and organizational websites.
State agencies and regional offices State of California offices operating throughout the Bay Area — Caltrans district offices, regional water boards, air quality management districts, and other state and regional agencies with Bay Area headquarters or satellite offices.
Public universities and community colleges UC Berkeley, Cal State East Bay, Laney College, Merritt College, Berkeley City College, Peralta Colleges, and public universities and community colleges throughout the Bay Area whose faculty, administrators, and department staff need consistent professional headshots for faculty directories, department websites, grant applications, and institutional publications.
Onsite Team Headshot Days for Government Offices
For government agencies and public sector organizations, onsite photography is almost always the right solution. Staff can't easily leave during work hours, parking and commute logistics are complicated, and coordinating dozens of employees to travel to a studio on the same day isn't realistic for most departments.
Our mobile studio eliminates all of that. Camerawerkz arrives at your agency's location with a complete professional setup — studio-quality lighting, backdrops, and a tethered camera system — assembled in your conference room, lobby, or open floor space within 45 to 60 minutes.
From there we work through your team one at a time, five to ten minutes per person, with full direction on every shot. Staff cycle through between meetings. The department keeps functioning. By the end of the day everyone has been photographed and the workday has barely noticed.
We work around government schedules — including coordinating with front-desk staff, security check-in procedures, and building access requirements. We've worked in government buildings and understand how the logistics operate. Just tell us where to show up.

Solo Sessions for Department Heads, Elected Officials & Executive Staff
For department directors, elected officials, city managers, agency executives, and board members who need an individual headshot rather than a team session, solo sessions at our Jack London Square studio in
Oakland are a focused, efficient option.
Studio sessions run 30 to 45 minutes. Every shot is fully directed — posture, expression, angle, framing — so nothing looks stiff or forced. Clients see their images on a monitor in real time throughout the session. Final edited images are delivered within one to two weeks and formatted for every use case: government website, press release, board bio page,
LinkedIn, and printed materials.
Our Oakland studio is easily accessible from throughout the East Bay, walkable from the 12th Street Oakland City Center BART station, and a straight shot from San Francisco across the Bay Bridge.

Consistent Results Across Large and Complex Organizations
Government organizations often struggle with visual consistency in a way private sector companies don't — high staff turnover, multiple departments operating independently, years of accumulated mismatched photos, and no centralized system for keeping headshots current.
A team headshot day at Camerawerkz addresses all of it in one visit.
Every person photographed comes out with the same lighting, the same backdrop, and the same quality standard — whether it's the agency director or a staff coordinator who started last month. When those images go live on the agency website, they look like they belong to the same organization, because they do.
For large agencies with multiple departments, we can structure the day to photograph different teams in sequence, with each department block scheduled independently to minimize disruption across the organization.
After the Shoot — Keeping Headshots Current
Government organizations hire continuously. After every team headshot day, we document our exact lighting setup, backdrop configuration, and camera settings. When a new employee joins — a new department head, a newly elected official, a staff hire — they can come into our Oakland studio for a solo session and walk away with a headshot that matches the existing team precisely. No waiting for the next organization-wide shoot.
This is particularly useful for agencies that rotate leadership frequently or have ongoing hiring cycles that make annual all-hands photography impractical.

Frequently Asked Questions
How many people can you photograph in a day?
It depends on the schedule and the day structure. A focused half-day covers 15 to 25 people. A full day covers 40 to 60 people. For larger organizations we schedule multi-day shoots or structure the day across multiple department blocks. We've photographed teams of 200+ in a single coordinated engagement. Tell us your team size and we'll build a schedule that works.
What do you need from us on the day?
A conference room, lobby, or open office space with enough depth to set up a backdrop, a power outlet, and access to the building. We handle everything else — equipment, setup, breakdown, and direction. No facilities coordination required beyond letting us in.
What should employees wear?
We send a brief guide after booking that covers this in detail. The short version: solid colors, business casual or whatever matches your company culture, no busy patterns or logos. We recommend employees bring one or two options and we'll pick the best one together.
How do you handle employees who miss the shoot?
After every team day we document our exact setup. Anyone who misses the shoot can come into our Oakland studio for a solo session and their headshot will match the rest of the team. We coordinate missed sessions as part of the post-shoot process.
Can you match headshots from a previous shoot?
If you have an existing set of team headshots with a specific backdrop color and lighting style, we'll do our best to match it. The closer the existing photos are to a studio-style setup, the easier the match. Bring us a sample and we'll tell you what's achievable.
How far in advance should we book?
Two to four weeks in advance is typical for most team sizes. For larger organizations or specific date requirements, four to six weeks is safer. Rush bookings for smaller teams are often possible with less notice — reach out and we'll tell you what's available.
